Objectifs

The United Nations (UN) is a tool aiming at fostering a synergy between peace, democracy and development on the five continents. Reaching this objective has proved particularly challenging essentially because wars and civil conflicts have had an increasingly devastating impact on community life and development throughout the world. Consequently, the UN has had to rely more and more on peacekeeping and reconstruction operations in order to increase the chances of accomplishing its goals.



As we study the challenges of building and maintaining peace in a turbulent, changing global order, we will try to understand the function of early warning systems in peacekeeping.



Finally, we will look at programs designed to manage the transition from peacekeeping to peacebuilding. We will study those development projects whose main objective is to rebuild communities torn by war, while broadening UN missions outreach at the local level.

Week I


THE UNITED NATIONS IN A NEW GLOBAL ORDER


How UN peace operations are adapting to the new global order characterized by the rise of illegitimate non-state actors. These new actors, seen as antithetical to peace agreements, are rewriting the rules of war. In the post-cold war era, responses to conflicts are therefore more multifaceted. The UN focuses more on improving security and the well-being of people affected by conflicts.


The emergence of regional organizations as providers of security. What is human security?

REQUIREMENTS AND EVALUATION:

Students are expected to participate regularly in class discussions. Good functional English is expected of all students. Midterm and final exams will include essays: handwriting must be legible.

Evaluation is based on a group presentation.
