Admission to MIEL 2 – European Law & Litigation
This course introduces students to the structure, functioning and logic of the EU budget and EU funding programmes.
By the end of the course, students will be able to:
- understand the governance and principles of the EU budget;
- identify EU funding programmes under the 2021–2027 Multiannual Financial Framework (MFF);
- analyse the eligibility and requirements of EU programmes;
- match real-world projects with appropriate EU funding instruments;
- draft a concise written analysis of an EU-funded project;
- produce a professional slideshow synthesising the funding approach.
Session 1 – EU Budget & Financial Regulation

- Introduction to the EU budget and revenue system (own resources, new 2021–2027 resources)
- Principles of EU Financial Regulation
- Subsidiarity & Proportionality (Art. 5 TEU) – Early Warning Mechanism, Protocols No. 1 & No. 2
- 2025 institutional context (Commission Work Programme, Better Regulation Agenda)
- Structure and lifecycle of the Multiannual Financial Framework (MFF 2021–2027, revised 2024)
Session 2 – EU Funding Programmes (2021–2027)
Tuesday 25 November, 14:00–17:00
- Structure and logic of the Multiannual Financial Framework (MFF)
- Legal basis (Arts. 310–321 TFEU) and annual budgetary procedure (Art. 314 TFEU)
- Evolution of the EU budget and financial regulation
- Control, audit and discharge of the EU budget
- Criticisms of the MFF (rigidity, inflation, NGEU legacy)
- Mid-term review (2024): main adjustments and limits
- Ukraine Facility (2024–2027): structure, governance and conditions
Session 3 – Applying for EU Funds
Wednesday 26 November, 09:30–12:30
- Eligibility and admissibility criteria
- Application procedures and award mechanisms (calls, work programmes, evaluation)
- How organisations prepare funding proposals (needs assessment, objectives, expected impact)
- Legal, financial and administrative requirements (Financial Regulation compliance)
Session 4 – Workshop & Case Analysis
Wednesday 26 November, 14:00–17:00
- Selection of an EU-funded project
- Analysis methodology
- Guidance for the assessment (short paper + slides)
