Pré requis

This is a graduate course. Public policies for improving well-being must be based on measures that incorporate market and non-market factors. Participants in this course must have knowledge of current global economic and social issues such as income distribution, employment, access to healthcare, environmental pollution, resource depletion, disparities, etc. Basic knowledge of key concepts of economics or public policy is essential.

Objectifs du cours

At the end of the course, the student should be able to :
1. Understand the issues raised by utilizing GDP as a measure of economic performance and well-being.
2. Discuss the alternative measures of well-being and their use in public policy
3. Explain the impact of globaliztion on well-being in developing countries
4. Understand the importance of incorporating health disparities, externalities, resource shortages, and environmental pollution in public policies aimed at improving social well-be.

Contenu du cours

Day 1: GDP as a measure of economic performance and social well-being.

Day 2. The argument against the reliance of GDP as a measure of social and economic well-being. Alternative measures of economic performance and social well-being. Assignment 1

Day 3. Impact of globalization on the environment and social well-being: Accounting for resource shortages and environmental pollution.

Day 4. Information technology, digital divide, and social well-being. While globalization and rapid investments in information and communication technologies have resulted in increases in per capita income in many countries they have also led to rising income inequalities. To address these problems it is important to employ alternative measures of well-being. Assignment 2. Day 5--Summary of Major Topics
